Gimp
Gimp is the best option when it comes to free image editors. It’s the closest thing you can get to Photoshop without paying. That’s why Gimp is used by many people as a starting point in image editing. They test to see if they actually like using Gimp and once they get better at it, they transition to Photoshop.
